Apache2. kan inte se åäö ????

Hej , jag har installera apache2 och gjort en hemsida med ett forum ( phpbb) men när jag går in på den så kan man inte se ÅÄÖ 
Jag håller på med ett forum som ska handla om python programspråk

jag tror att det är något med apache2.conf och UTF-8
det hära är bara en lite kodstycke av apache2.conf
